Lagos State House of Assembly MEMORANDA PRESENTED BY THE YORUBA COUNCIL OF YOUTHS WORLDWIDE(YCYW) ON THE ESTABLISHMENT BILL ON AMOTEKUN SECURITY NETWORK.

Security and Welfare are two most important duties and obligations of government to the people hence the need to place the highest premium of safety of human lives and properties by both the government and the governed.

Based on this premise, the leadership of the Yoruba Council of Youths Worldwide, being the largest umbrella body of all indigenous yoruba youths and students in the Southwest Geopolitical Zone, Nigeria and globally committed to providing adequate welfare and protecting members rights and privileges as at when due.

It is in line with this objective we salute the common bond of all the entire Southwestern States Government in no particular order: All Governors, Speakers, Royal Fathers, Political Leaders, Elders, Stakeholders, Socio-Cultural Organizations, Women, Youths and entire good people of Yoruba Land for the huge supports and landmark achievements on the establishment of the community policing strategic legal framework on the Amotekun State Security Network services corps and other ancillary duties via legislative public hearing today 24th February, 2020.

It is important to the note that YCYW remains a frontal organization that postulated and submitted this great idea last year July 2019 during the incessant insecurity challenges of kidnapping, invasions of farm lands, rape and wanton killings leading to our first 7 days ultimatum and subsequently proposal for security summit that berthed the great idea and vision viz Operation F’olumo now AMOTEKUN wherein important aspect of the vision has been met by the governors and that is the will and.passion to serve the people, while it is important to raise the following inputs in the legal framework:

One key fundamental article is the Establishment of the Amotekun Central Community Security Committee in the state with units in all the local governments and wards levels with at least 2 representation each from The Police, DSS, NSCDC, Royal Fathers, CDC/CDA, volunteers from existing local Security Outfits and groups to mention a few. This Palaces shall serve as the unit coordinating operational base for regular meetings and attestation of the AMOTEKUN volunteers, which shall work closely with the recruited Corp members on intelligence and information sharing for optimal efficiency, performance and reliability on the AMOTEKUN security apparatus and the Nigeria Police Force and other sister security agencies.

Another important Article to be included is the AMOTEKUN Special Security Trust Funds: this shall serve as the life support for the onward growth and development of the AMOTEKUN security network via provision of operational facilities like office space and accessories, vehicles, motorbikes and bicycle and other gadgets and technological innovation(Surveillance Monitoring Drones, Bomb and Metal Detectors, CCTV installations in remote areas and city centres, traditional native intelligence and spiritual supports and fortifications) and other supports machines as well as providing regular technical special training and orientation programs.

We call for the need to input AMOTEKUN Special Legal Department that will serve the purpose of ensuring strict legal compliance, onward prosecution of arrested culprits and providing advisory as at when due.

AMOTEKUN information centres should be open to the public with the use of special operation whatsapp numbers of designated welltrained Amotekun desk officers in cubicle boxes placed at conspicuous locations like motor parks, bus stops, tertiary institutions and other accessible public places across the wards, local government area council and state levels respectively.

We hope this will go along way to ensure the AMOTEKUN security network corps will deliver pivotal security full of integrity and confidence.
